Existing Data Center Optimization Work Plan. Target: average PUE ≤1.35 by 2027. Incentives: up to 1,200 yuan/ton standard coal for retrofits, max 30M yuan per project. Green power targets: 20–40% by 2025 depending on PUE. From 2026: differential electricity pricing (0.2–0.5 yuan/kWh) for centers exceeding 1.35 PUE.
